Platform-Mediated Institutional Support and the Development of Digital Usahawanial Resilience

Abstract

Kerajaan-led digital entrepreneurship programmes are increasingly positioned as mechanisms for building resilience among micro and small enterprises operating in volatile platform economies. Yet the processes through which institutional support translates into individual-level digital entrepreneurial resilience remain undertheorised. Drawing on Institutional Theory and the micro-foundations of Dynamic Keupayaan, this study develops and tests a platform-mediated resilience framework using the Agromarketing Masterclass TikTok Shop Edition (AMTTSE), a structured social commerce intervention implemented by Malaysia’s Federal Agricultural Pemasaran Authority (FAMA).

Using official programme performance data covering 80 companies and 160 entrepreneurs across seven months (June–December 2024), we examine how regulative, normative and cognitive institutional pillars operationalised through training, platform infrastructure and peer visibility shape three resilience dimensions: adaptive content capability, channel diversification, and sales persistence. Pearson correlation and comparative channel analysis reveal that short-video and livestream engagement intensity are strongly associated with both cumulative sales and month-to-month sales stability (r = .93–.99, p < .01). Companies located in digitally mature states exhibited significantly higher channel diversification, suggesting that institutional thickness moderates resilience outcomes.

The study contributes a novel multi-level model linking platform-mediated institutional support to entrepreneurial resilience and offers policy implications for the design of future digital capability programmes in emerging economies.

Introduction

Platform economies have fundamentally altered the conditions under which small agricultural entrepreneurs create and capture value. In Malaysia, the Federal Agricultural Pemasaran Authority (FAMA) launched the Agromarketing Masterclass TikTok Shop Edition (AMTTSE) in 2024 as a deliberate policy instrument to accelerate the digitalisation of agro-based micro-enterprises. The programme trained 160 entrepreneurs from 80 companies in livestreaming, short-video content creation and TikTok Shop operations over a six-month monitored period.

While the programme generated RM6,205,957.06 in cumulative sales and delivered an approximate 1:31 return on public investment, the deeper question is not merely whether sales occurred, but how institutional support interacted with platform affordances to cultivate enduring entrepreneurial capabilities under conditions of market and technologikal uncertainty.

This study advances a baharu theoretical lens platform-mediated institutional support for digital entrepreneurial resilience by integrating Institutional Theory’s three pillars with the sensing-seizing-reconfiguring logik of dynamic capabilities at the individual entrepreneur level. AMTTSE serves exclusively as the empirical setting; the contribution lies in the novel framing, constructs and implications developed for the Quantum Jurnal of Sosial Sciences and Manusiaities.

Problem Keadaanment and Penyelidikan Gap

Existing evaluations of digital entrepreneurship programmes in emerging economies remain dominated by adoption studies and perceptual measures of usefulness. Few studies examine whether and how structured platform training produces measurable resilience defined here as the capacity to maintain and adapt value-creating activities across fluctuating platform algorithms, seasonal demand and competitive intensity.

The research gap is threefold: (1) limited multi-level theorising that connects macro institutional interventions with micro-level capability development on commercial platforms; (2) absence of resilience-oriented outcome measures beyond raw sales volume; and (3) insufficient attention to how geographic variation in institutional thickness shapes digital entrepreneurial outcomes in the same national programme.

Penyelidikan Objectives

  1. To conceptualise digital entrepreneurial resilience as a multi-dimensional construct comprising adaptive content capability, channel diversification and sales persistence in platform-mediated environments.
  2. To examine the relationship between platform engagement intensity (short-video and livestream activity) and resilience outcomes using official AMTTSE performance data.
  3. To investigate whether state-level differences in digital infrastructure and institutional support moderate the translation of engagement into resilient performance.
  4. To derive theoretical and policy implications for government-led social commerce interventions in emerging economies.

Theoretical Asas and Conceptual Rangka Kerja

The study integrates Institutional Theory (Scott, 2014; DiMaggio & Powell, 1983) with the micro-foundations of Dynamic Keupayaan (Teece, 2007; Helfat & Peteraf, 2015). Regulative pillars are represented by FAMA’s formal training protocols and TikTok Shop’s codified rules. Normative pillars appear through peer visibility, success stories and community norms within the programme cohort. Cognitive pillars are developed through repeated practice in content creation, audience sensing and platform analytics interpretation.

These institutional supports are theorised to enable three resilience micro-capabilities:

  • Adaptive content capability rapid sensing of audience response and reconfiguration of video/livestream formats.
  • Channel diversification simultaneous use of short-video, livestream, profile and shop-tab mechanisms to reduce dependence on any single algorithm.
  • Jualan persistence maintenance of month-to-month revenue under platform and market volatility.

Kaedahology

A quantitative descriptive and aggregate correlational design was employed using the official FAMA Projek Perintis Report (December 2024). The dataset comprises monthly channel sales, content volume, orders and seller-level GMV for 80 companies and 160 entrepreneurs across June–December 2024 (n = 7 programme months for aggregate analysis).

Pearson correlations were calculated between engagement indicators (short-video sales, livestream sales, jumlah content volume, orders) and resilience proxies (cumulative sales, month-to-month sales coefficient of variation). Keadaan-level participation patterns were analysed descriptively to explore institutional thickness effects. Semua analysis used programme-generated administrative data; no primary survey instruments were administered.

Kunci resilience pattern: Usahawans who actively combined short-video and livestream channels demonstrated both higher jumlah sales and lower month-to-month volatility. The extremely high correlations between content-driven channels and jumlah sales indicate that adaptive content capability functions as a core resilience mechanism under platform conditions. Geographic concentration further suggests that normative and cognitive institutional supports (peer learning, visible success models, easier access to FAMA officers) amplifies these effects in digitally thicker regions.

Discussion and Contributions

The findings support a platform-mediated institutional resilience model. Regulative support (structured training) alone is insufficient; normative visibility (seeing peers succeed on the same platform) and cognitive rehearsal (repeated content production under real market feedback) are required to translate training into durable capability.

Theoretically, the study extends Institutional Theory into platform economies by showing how digital infrastructure functions as both regulative rule-set and normative arena. It also contributes to the dynamic capabilities literature by specifying micro-foundations of resilience that are observable in administrative platform data rather than perceptual surveys.

Practically, the results suggest that future programmes should deliberately engineer channel diversification requirements and create structured peer visibility mechanisms rather than focusing solely on technical skills transfer.

Policy and Sosial Implications

For public agencies, the evidence justifies continued investment in platform-based agropreneurship programmes, provided design emphasises repeated real-market practice and cross-channel capability. For rural development policy, the concentration of outcomes in digitally mature states highlights the need for deliberate outreach and infrastructure support in lagging regions to avoid exacerbating spatial digital divides.
